An Economy Under Extreme Conditions

Oleksandr Katsuba describes the state of Ukraine's economy as operating under difficult and extreme conditions: losses have been recorded in industry, agriculture and services. At the same time, business has adapted – some enterprises have relocated to safer regions and continue to operate. Agriculture remains the key source of foreign currency earnings, while international support plays a stabilising role for the economy and the budget.

Where to Invest Despite the Risks

Katsuba sees the largest, if high-risk, opportunities in rebuilding infrastructure – above all transport and energy. He singles out renewable energy: solar and wind plants have already proven their effectiveness, and integration into the European power system opens the prospect of electricity exports. The IT sector, with its skilled professionals, and the agro-industrial complex remain attractive.

What Business Needs

Among the main problems for business he names the physical risk of facilities being destroyed, disruptions to logistics and supply chains, losses during evacuation and uncertainty for planning. Access to financing is critical: banks lend cautiously, which hits small and medium-sized businesses hardest. Katsuba proposes tax incentives, dedicated SME financing programmes, legal stability and investment protection, as well as grants and concessional loans from international partners.
