Position: assessments, recommendations, vision

What Oleksandr Katsuba thinks about the gas industry, energy and the economy of Ukraine — theses from his columns and interviews, each with a link to the publication.

  1. 01Assessment

Energy independence comes from the fall of industry, not from higher production

Ukraine barely imports gas because chemical plants and steel mills are idle or running at a minimum. Real independence is domestic production that suffices once industry comes back.

  2. 02Recommendation

A licence without production should go back to the state

The industry’s main internal problem is 200–300 dormant permits. “Use it or lose it”: if production has not started within three to five years, the area goes to auction automatically.

  3. 03Recommendation

Protect gas facilities on a par with military ones

Since 2025 the strikes have shifted to gas infrastructure. The answer is protection built into the system: shelters, air defence for key nodes, redundancy, modular equipment and integration into the national air defence.

  4. 04Recommendation

Deep gas needs technology and its own regime

The era of “easy” gas is over: most of the potential lies below 5,000 metres, where Soviet methods fail. It needs access to modern technology and a separate tax regime for deep drilling.

  5. 05Vision

Ukraine as Europe’s hub of small nuclear power

Ukraine can be the first in Eastern Europe to deploy small modular reactors in series and export the solutions to the EU. The future grid is flexible: nuclear as the base, renewables, gas and storage for balance.

  6. 06Principle

    Money should work in Ukraine

The lion’s share of state orders should go to Ukrainian business: it keeps jobs and taxes at home and makes the economy less dependent on partners. Investing in the army is the guarantee that business and the country have a future.
